If you can get hold of a box with Windows 2008 Server there is an IIS plugin for live smooth streaming (http://www.iis.net/extensions/LiveSmoothStreaming)t hat you can investigate
- Allows people with high bandwidth to get good quality video, up to HD quality
- Allows those of us on slower connections to get reduced quality but still watch the video
- Streams over http

It worked very well for the NBC olymics website so it should fit most uses
