KRA has been in a row with clearing agents for the better part of this year since it piloted the Integrated Tax Management System (ITMS) that requires tax payers to pay duty directly online rather than rely on agents. The plan is to eventually phase out the agents from collecting revenue on behalf of the Taxman.
“Once the new system is fully embraced, tax payers will pay duty directly, instead of relying on agents, some of whom are not trustworthy,” Mr Michael Waweru, KRA commissioner general said in an earlier interview.

A comment. Importers know what they import and what duties and Kebs pre checks are needed. Then what is there to negotiate when the shipments arrive? I think KRA should go fast pace IT on this project asap, importers pay directly and reduce on clearance times from port leading to less congestion.
As long as KRA and govt allow procedure abuses or delays, the exploits cannot stop.
