I attached a visa card and they withdrew the 1.95USD and I verified the 4 digit cord on the account statement. The account was activated but I was trying to pay "large" amount but that should not trigger anything but limiting the account without verifying. Paypal limits accounts if they are not verified. AFAIK, verification means attaching a valid debit/credit card/visa card to your Paypal account.
If you had already done this, I do not know why they could have limited thy account.
