A section of that site needs to be redone, will result in abt 2 or 3 pages to be newly built.
Due to certain technical restrictions, they use a custom CMS, which is also done in very simple and straightforward PHP.
Their budget is limited, so if you are thinking of a figure with more than 4 digits, there is a high chance yours shall be ignored.
And for the purposes of full disclosure, if the words Joomla or Wordpress somehow show up in your EOI, well, I cannot guarantee it getting to the entity :-)
