SIM registration would have been done a long time ago if any corporate or big business stood to profit from it.

Ours, like many democracies world over, is a government that serves the rich and their corporate short-term interest (profit). Your cause is almost doomed without corporate (business) backing behind you. Things like ordinary citizen's security, health and economic and social stability take a back-burner until the corporations see profit. It's hard to argue with govt functionaries basing decisions on what earns the exchequer the most revenue.

The saving grace is that we're much more informed and it was refreshing to see twiterrati and bloggers on the streets yesterday. The civil society has changed with the times, and it sounds as if reason may still prevail if you are able to explain your cause well enough to these people.

Personally, I think it is quite okay to let people use the "fake" phones, but warn them of the dangers they are exposed to. Once they know that it is their own goose, right? If it gets cooked, who cares??
However, you cannot warn of a danger is you do not have proof of the same and I am 100% sure it is almost impossible for CCK to get these details.
What CCK needs to impose is SIM registration. This they should make sure is done under the strictest terms, with hefty penalties for violators as this directly impacts on security.
Phones are small things, really. Last night I used a motorbike boda-boda and the name was "Kewesekl" - that is like what we know from China, right? Made to look like a Kawasaki, but it is NOT fake by any means - because it took me to my destination and back. A motorbike is such a big object so I guess KeBS tested the engine for emissions before allowing it into KE market. Your guess is as good as mine.
This barring of phones is an exercise in futility. We should concentrate on barring of UNREGISTERED SIM Cards and I think it should be made a criminal offence to NOT register a SIM card or to register with fraudulent details.

Of course since CCK were treating symptoms (consumers with fake phones) of a problem(shrewd businessmen importing counterfeit phones), there is a new symptom which they are rushing to treat. The Chinese will soon innovate and bring in fake phones which are programmable. 

The argument was that switching the phones off would quell demand. Probably, CCK doesn't understand that many of these people are misled to purchase this phones in that they are genuine ones. Maybe a simple study on how the fake phones are sold would have helped?
