I beg to disagree with your position that the double thingy does not work. The last time I bought Orange bundle, I had loaded KES 1,000. I went into the portal to buy a 500MB bundle at KES 850! However, looking at the bundles versus the charges, I saw, to my sheer disbelief (I swear) that KES 850 was now giving me 1000MB (1GB)!!! I could not believe this is possible, but it was. I clicked and got 1GB and the amount deducted was actually KES 810 - I think they gave me a KES 40 discount somehow..
Here is the proof. I've just checked my bundle via SMS to 131:
Your Account balance is 338.31 ksh and will expire on 2012-09-17.Your Data account is 713.09 MB.
Time: 2010-10-09 09:53:12
And from the portal my transaction history:

You can see that I loaded 1000, got 10240 and was charged (Invoice) KES 810 instead of 850, and this was on 2nd Oct 2010.
I think there is something else that happened in your case, which you need to clarify with Orange CS, but you can see the proof that the "double data" is NOT a hoax. Let's be fair to them (for once) and just try and find "what the problem was in your particular case". New bundle prices as seen from the portal are below:
