They hide malware in those systems to gain intelligence, they really don't need to install spies since they look different from other people. I think even those guys doing our roads have spies amongst them - to do reconnaisance and familiarize with the local population. In serious economies, the Huawei type are always given a though vetting (google around). Anyway, they built really cheap (and subsidized!) electronics, explains why everyone goes to China these days..

Again, they seem clever than Russians that can only built an embassy next to DOD ("maybe" they want to snoop on communications), but again, who doesn't want their embassy next to DoD and State House?
