The problem with this and other issues we face as Kenyans is execution of ideas/solutions provided. We all know what needs to be done. 

But the ones who are supposed to enforce them will not coz it will eat into their pocket money.

Kenyans really need to get it that there is no such thing as government money. Ever.

Grants from US, Japan, etc will be paid for by someone. As @Evans said, you and me.

Maybe thats a start. Educate Kenyans to be selfish with their money.
