@job: if am not wrong, it depends: if you buy say 1 Mbps and its shared link then its not illegal to resell the same link, but there is a restriction of re-selling the link to only 80% of its capacity.
However if you buy a dedicated 1Mbps they shouldn't resell that link. Meaning that if you do speed tests at any randon time they should always be within + or - a few Mbps of 1 meg.
