James if I get you right, that service is available. A number (usually a PABX) is set up in the HLR and the IN as well and ofcourse the MSCs/MSSs. When you dial the number the HLR returns a msg with a flag indicating n numbers are available for that number. so what happens is that customers only have one number to dial but the number itself is linked to other predefined numbers in a pool , so when the primary number is not available it picks the next in the pool (defined in the IN) and so on in a round robbin manner. but you have to pay of it since its the same as a normal MTC. I would compare this to what in telecom was reffered to as a pilot line setup, which I'm not sure still exists. An organisation with several corporate telephone lines used to identify one as the pilot line and all calls to that line would be automatically diverted to any other free line so that client would only memorise one simple line instead of many corporate lines.
Telecom if my memory serves me right never used to charge for this service and even if they did it was a one off cost. What Safaricom is doing is not fair.
