Also asked "What is Broadband?" four+ years ago at <http://www.isoc.or.ke/> referring to 'What You Should Know About Internet Broadband Access' by Enrique De Argaez, Editor, Internetworldstats.com. But then again, with lots of advertisement billions, it is my experience that steakholders can "re-define" broadband among unsuspecting publics :(
