Someone has put it correctly, its not the platform, its the implementation. Much as I would not recommend MS Windows on servers, I believe there are at least benchmarks of implementation that would remove the most obvious cockups. This can also happen in any other platform.

So its got to do with skill level, and more importantly, Governance. The latter is about benchmarking and industry standard implementation. Who oversees the implementation of IT, from the auditing side of things? The whole Gava needs to carry out an audit of its IT. How it works out is like GITS or whichever "ICT Department" does implementations and there is no-one to check whether its ok. They audit themselves. Those are the results.

The govt has all the money to train these guys on the M$ certifications. The problem would be whether they become really competent on the platform to an extent that they can avert a disaster. I want believe there are folks there who are really good, because otherwise it's tantamount to "digital suicide" to deploy Windows Servers for a govt! ZA uses Open Source software for workstations and servers, IIRC.
But also remember, the govt entered into some deal with M$ - I don't know the details, but that may perhaps explain why Windows Servers are being used.

From that error there, this is Oracle on Windows, right? With PHP scripts? So there is a recognition that FOSS can work for them, given the presence of PHP.

For the fun of it, try and figure out the version of PHP they are running;)
