I haven't hear of any such law. The Internet is not confined to Kenya. As a matter of fact, there is no set of Internet rules/laws that prohibit the sale of any domain name from one party to the other. I don't know of any and I cannot imagine why any would ever come into existence.
If you own a domain name and someone else is interested in buying it, you do not need to seek anybody's consent. Simply transact the financials and then login into the domain registry and do the necessary changes to transfer ownership. If anyone asks you why you did it, I'll be willing to hold brief as your lawyer - for there is no legal obstacle to any such transaction, on earth as it is in heaven:)
Even for a .KE, you can sell your domain as you wish. Maybe you should ask whoever told you that you can't to site the authority they were referring to.
