To my surprise the still are since not all kenyans can afford mobile data at a level which Cybers can offer without paying <div>more than they ca afford. Basic mobile data is affordable to most but try to others not so much not to mention other services like offered in cybers. Ever wondered why they have cyber cafes in the states?<br>
