You will need your application to do the following : 1 - A way to discover other peers 2 - A mechanism to interact with these peers (send / receive information) 3 - Read the list of 'publications' from your discovered/networked peers I suggest that you take a look at JXTA : https://jxta.dev.java.net/ which is a library that lets you do all of the above....and should be a good starting point.
