If you want my honest opinion, based on your write up :

- The app will do very poorly. ( unless the population just woke up
and discovered such technologies )
- The app is more in favour of the operator than the user. SMS
characters limit = 160, 1Mbyte characters limit = 1,000,000 ( or close
).
Costs of 1 SMS versus 1 Mbyte is hugely out of proprotional. Big
looser is the end user.
- The app providing chat services is an old idea. Beginning in the
edge days, such apps were available for most handsets.

Bad idea for the gentleman ( as per your article )  to start selling
big words like rural urban Digital Divide. He wants the rural to spend
on SMS'es while the operators should really be the ones spreading data
networks across the country which in turn is leading to cheaper smart
phones or basic smartphones. I think the application is
anti-development and a contributor of the real digital divide =
affordable costs

Have I mis-interpreted the app?
