You'll rarely find Open Source apps for Windows, and even when you find, features will not be as robust. Installation will mostly be painful. Windows itself is not Open Source. That is why. I think you can run Squid on Windows, with authentication and with Delay Pools so that you can apportion Internet Bandwidth.
