I think it could theorically work if users were all on Linux and using hardware that has vlan capabilities.  Not sure any exist.  The only card I know that is vlan capable is an Intel Ethernet card.

So not a solution, considering most desktop operating systems are not even vlan capable. So your response is warranted

Personally, would recommend Ethernet. For such a large office already invested on IP phones, may be too expensive. And support will suck because Cisco hate supporting none Cisco PBX. That's my experience last time I configured Cisco phones to work with Asterisk
