Lots of options on either side of the equation. Cheapest and fastest is zoho.., I personally don't see why you should complain about them not hosting your website as they are hosting your mail free.
Put your DNS on cloud flare, point MX to zoho, and hosting to whomever.
I did not say 170K/per year, unless my English let me down. I meant a one time hardware acquisition and setup fee of 170K. A properly setup Unix-based mail server doesn't require so much maintenance from my experience. Software is free. Perhaps you can elucidate on the Risks?
