[Skunkworks] USSD App

Dear Skunks, I have created a web service to manage sessions for a USSD application. What is the process of taking it to production? Precisely, can I acquire a short-code directly from mobile service provider or do i have to get that from a PRSP? Second, if I have to use a PRSP do I have to host the webservice with the or can I host it at my own server? Kindly advise.
