[Skunkworks] Web based Document Management System needed

Hi , A friend is looking for a web based document tracking and management system. Briefly, the system is supposed to track the flow of documents between system users and notify them on the assignment of documents and on how long to work on them. Once this period is over and the document has not been worked on, the system is to generate a notification to the users supervisor and the document flow originator on the lapse of the working period for the document. There is also a requirement for 3 months support after installation and two training aspects, technical and end user. Training should be billed per trainee.
