Sometime ago I downloaded jpgraph, unzipped it and dropped it "as is" in the web root of my local machine then accessed it thus:
http://localhost/jpgraph-2.3.4/src/Examples/testsuit.php

The file testsuit loads ALL graphs jpgraph can create, including the one with error messages. If the above works for you, you are sure that your PHP setup and the webserver software you are using are okay. And therefore, the problem is how you are using jpgraph in your code.

And like A. Mecca said, that particular feature of jpgraph creates a file in the lang folder. Does your PHP have write permissions to the web root?
