As long as you know the date of birth duh!! and the hospital of birth or better yet, if you have a photocopy you can just go to the attorney generals office, i think its called registrar of birth/deaths something like that. The process is painless though I cant remember what exactly I did but I was able to que and be served on my brothers behalf. I went back a week later to pick up the copy. She can just go queue are report that she lost it they should sort her out. Maybe things have changed now, I donno, remember this was six years ago.
