All MNO end up having fair usage since users always use up the available radio resource especially when using high speed data services. The reason data was added to the then voice only network was to enable customers access data services on the go not replace the data only networks which handle higher capacity easily. Once we accept mobile networks can never give you unlimited high speed connections since its not sustainable then we will have less complains about the speeds and data caps .
