But isn't it quite an exaggeration to say that the gvmt is in an "advanced
stage of rolling it out" if nothing is in place?
The CIO story says:
"You will see adverts in the papers in the next two weeks asking for partners in the project, " said Ndemo.
It looks like it's at an advanced stage of *planning*, and not rolling out.
From the (badly written) articles, it looks like the governemnt plans to build (together with partners) an "Open Access Network" [1]. This is a last-mile network, where the infrastructure will be operated by a single entity (like TEAMS), and then multiple service providers will compete on the network, to provide services to end consumers.
