Anything is subject to lawful interception:sms, voice,data. However, this is a prerogative of the relevant authorities. Telcos normally may be required to place them by law but to the best of my knowledge, they are currently not bound.
For data, the L.I.G. can be placed in the core network to sniff active data sessions, access methods, access attempts, etc basically just like any packet tracer but with more detail....and extremely powerful..
