The physical servers could be located anywhere (in a client's server room/data centre or in a service provider's data centre). Now, back to what your friend needs; leasing a physical server which will enable him/her to avoid capex. There are 2 options: 1) High level security requirements - Lease a private cloud where dedicated servers are hosted and managed by a service provider 2) Standard level security requirements - Lease a public cloud where VPS servers are hosted and managed by a service provider
Locally, these services are available from Safaricom, MTN, GG(GestaltGild), Angani among others.
Otherwise, i don't think he will get a service provider who leases out physical servers and allows him to manage/host them wherever/however he fills like.

I think the Guy means a dedicated server. Try MTN they have such offers where you get your own rack and a connection to it which you do whatever you want.
The other option would be you choose a shared plan where you get a virtual server within a machine shared by other customers.
Cloud service request can mean many things. Does he wants to manage it himself or have it managed by the provider?
What is he hosting, mail database, data storage? All these variables make all the difference when you are making a choice as to what service to pick.
