In as far as Digital Terrestrial Television is concerned.
KBC have awarded the first phase of the tender to Star Software Technologies of China who have been informed of the same and are awaiting the down payment in order to commence installation.
Here are the state of events: -
1) Star Software bid for the DTT Contract and won inspite of not having met the tender criteria of having a Bid Bond. The tender offers were submitted on the 18th of December last year
2) The 1st phase will cost about Kshs. 180m and involved setting up of 1 Head-end in Nairobi and a Transmitter in Limuru (with would cover 30Km) with the accompanying microwave/fiber connection. Treasury is reluctant to release the money as KBC is insolvent and government priority is to feed it's people.
3) Star Software had signed a MoU with KBC for cooperation before going to tender, implying that the tender was a mere formality.
Finally, there will be two or maximum 3 DTT infrastructure operators and it could be that KISS would be one of them but I doubt if they'll want to roll-out by themselves due to cost and the model is predominantly free-to-air.
