I am not certain about the specific regulations in Kenya - but I
suggest you consult with the Centralbank.
Speaking in general it is a bit "tricky" when you start holding
peoples money - as you will quite fast get yourself in a position
where you legally are considered to be a bank, and hence subject
to the banking laws/requirements (you don't want that for sure).
The classic workaround is for people to buy "tokens" which you
"sell" at your site (did anyone say bitcoins) - those tokens can
then later be traded/redeemed for whatever you intended the money
to be used for in the first place. But thread carefully and seek
legal advice as it's a fine line to walk.
On the technical side it's easier. One potential starting point
could be PesaPi as it provides a portion of the code that you
would need to actually build such a solution - either build on it
or just use it for reference/inspiration.
