The point is this: 1. 2.5 GHz in the country is not enough to lease to all operators singly, so the government decided it should manage it and make it available like WiFi. 2. So far, the avl bandwidth is not been used as ISPs are after business users and Runda estate. No one is interested in taking access to Nyalgunga, other than Safaricom which then charges a premium for that. Rather than pay lip service, the government has decided to come up with a solution that lowers the cost of fast available bandwidth.
