
Depending on the site you might get to see the exchange rate during the transaction. Scrutinize the paypal payment screen before paying, it'll be hidden with + sign that expands the details (appears on some sites, not all). To answer your question, the last time I did, I got a better local credit card rate (barclaycard) as opposed to paypal, shocked me too! My 2c.
