Thanks ye all for the suggestions. i will try them all and give feedback.

In the meantime, I realized a mistake I had made; I am in a network where a proxy server is needed to get to the internet so I had to put in the proxy server IP address and the port in settings.xml in the Maven install directory.

Now, when doing a mvn -X package inside the dspace folder, i get an error to the effect that:
 [ERROR] Two or more projects in the reactor have the same identifier, please make sure that <groupId>:<artifactId>:<version> is unique for each project:

This leads me to https://cwiki.apache.org/confluence/display/MAVEN/DuplicateProjectException and now I am looking at all the pom.xml files in all the subfolders of dspace to see if there is a 'typo' and that the that <groupId>:<artifactId>:<version> is unique for each project

Confirm you have the following installed, then check your environment
variables, tell me how it goes:
   * Java JDK v5 or later - ensure this is SUN and not OPENJDK
   * Apache Ant 1.7 or later
   * Perl 5
   * I presume the PostgreSQL and Apache Tomcat are already installed
