Please have a look at the attached call for an expression of interest for the development of an on-line platform for monitoring country water and sanitation data. After long discussion this platform will be Open Source which is exceptional as Open Source was (and maybe still is) not so well understood by everybody. Websites such as http://www.ushahidi.com and the existing collaborations such as Skunkworks-Kenya drew attention to the possibility of such an approach. My hope is that Sub-Sahara Africa and South East Asia software developers could participate in the development of this platform as such platforms is most needed in these regions.
Some examples: -Until last year there was a website http://waterpointmapping.info/ which was a first (not Open Source) attempt to such a platform but it seems not accessible any more, neither on the internet or through the "way back machine" (http://www.archive.org) (I last accessed the site 15/4/2008) -The government of Andhra Pradesh has developed a platform called "watersoft" which currently does not have the mapping possibilities asked for in the expression of interest but mentioned in an informal discussion that they might considering making their platform Open Source http://jwst.ap.nic.in/pred/ (Not sure if useful) -WaterAID and other organisations have different publications referring to water mapping tools although usually from the users perspective.
No doubt that this an ambitious project but for any group seriously considering this project it is possible to help you get in contact with suitable organisations in the water sector if required.
