What I mean by the same is in reference to the best implementation or rather the flagships of either ecosystem, HTC one, galaxy s4, iphone 5s, newest lumia whatever and even the newest blackberry will all perform at similar grades in terms of games, movies, battery life etc. 
Budget devices are a whole other ball game across the board.

So when the English used to explain specs across devices hints at the same thing, plus device manufacturers are coming up with more ways to increase their profits by playing around with specs eg using a smaller sensor but throwing in an 8 MP camera, as you will notice on devices such as ZTE.
