Just saying that I am impressed when I see a RFP which has very clear, realistic, and measurable requirements on scalability and response time.
Unfortunately that rarely happens.

I agree with Riyaz it's most likely a software/application problem.

From the sideline my guess would be that the "real" problem is that KRA forgot to put performance-requirements into the RFP - and probably forgot to require a real-life simulated load-test (those are not that easy to do).

From a procurement point of view it's "easy" to forget these things, and I know of countless or systems in Europe that are build/tendered the same way. But still KRA being the most "advanced" in public digital adoption should have the experience to remember it.

But I think the problem may be deeper. It can't be just the fronted servers. You have to look at the application itself - is the fronted web service able to handle lots of load, is the DB able to handle lots of connections & transactions, and is all the code optimized properly. a small 4 GB VM can handle a LOT of requests, if optimized right, and using the right stack.

 

I read only about 1.3m individuals have registered for iTax. That's small, and easily handled technically. However, I think we have a long way to go in internet services adoption if we can only penetrate to that level.
