Looking at this response keenly again, I am not sure I understood your problem in the first place. Where does SPF come from now?
Is this Sender Policy Framework or some other acronym with a different meaning?
If you are hosting with Google, and paying for it (which I think holds true), then for sure Google engineers should help you. You represent the govt, no?:-)
If you explain your problem well, I can figure out something. This far I need a detailed rephrase of the whole issue.
