I think the biggest issue is cost. 

Orange have to really think hard if they want to keep investing in a GSM network and a separate CDMA network. Guess GSM is cheaper due to more users. 

It also reduces needing to have two (or three of everything including landlines).

This however doesn't  rule out the possibility that there are other alternative ways of telling apart devices (including #AfricanChemistry )
