It is not really a Blacklisting issues, its a variety of factors that are
preventing withdrawals in Banks in Kenya (and other countries) such as:
1. Federal (US) Regulations, read Patriotic Act/Post 911 Terrorism
policies/Money Laundering/Fraud etc. Unfortunately Kenyan policies might
not subscribe to these. Anyway, I wont go into these details.
More importantly is...
2. Paypal's inability to verify the address hence the identity of the
account holders (In Kenya P.O. Boxes are used which is a Big no no). This
is important because If anything goes wrong (read fraud) during a
transaction and Paypal needs to issue a refund to the victim (assuming the
money was promptly withdrawn), it will be a bit tricky for them to deal
with a foreign banks. So Paypal is a little strict on who they allow to
withdraw funds
So in short there is a lot that needs to be ironed out policy wise before
Paypal and its insurers put themselves at risk dealing with foreign users
who cannot be reliably verified.
Having a US bank account gives this verification and that is why you can
comfortably withdraw to a US bank account if you can verify you have one.
I hope this answers this issue of Paypal that keeps coming up on this list
over and over and over...
