With power rationing at best, or no power at worst, desktops would quickly turn to expensive scrap metal. Regarding desktops being cheaper to fix, that may be the case today but it can be argued that a jua-kali ecosystem of laptop specialists will emerge in the same way that TVs and all manner of electronics are catered for by the informal sector.

Why not 2-million desktops ? they are easier to upgrade, cheaper to
fix, and less likely to get stolen.
