Uhasibu is a lot more than just an invoicing system - but it can be used as one if you so desire - as a bonus it also has a collection system that helps you keep track of who have paid and when its time to "remind" people again. It also automatically generates PDF versions of your (proforma) invoices/credit-notes and e-mails them to the client.
Your desire to have something "in the cloud" and a one time price is not very realistic, since there is an ongoing cost of keeping "your" solution running for your - hence most cloud-solutions are subscription based (Uhasibu is 1000kes/month).
