To give some more background:

My team, consisting of two programmers and one support person, have written a simple utility software for water companies - "MajiVoice". The main purpose of this software is to allow Kenyan water companies to process customer feedback in a systematic and orderly manner i.e. it is a software to receive/key-in and then task-manage customer complaints. It was coded from scratch, and is already live and used every day by Nairobi Water, who have some 250,000 accounts and have processed about 14,000 complaints with it already. We did a quick video to briefly introduce the system here: http://youtu.be/X3bO6kOD4Fc (please note that the advertised USSD code is currently down due to a transition to another provider)

Most of the action - both daily use of the software by staff and coding to improve functionality (e.g. better auto-reports, or to integrate this customer feedback software with exisiting databases and systems) - is at the level of the water companies. However, there is also an overall water sector regulator (WASREB), and they are formally the owners/administrators of this MajiVoice software even though my team has done most of the work. So this regulatory agency "owns" the software, but doesn't really understand it well, and doesn't have the capacity to suggest specific improvements and implement them; nor do they have the staff to coordinate and keep track of MajiVoice as we roll it out to other water companies outside Nairobi.  

Thus - we are seeking to hire someone who, for about half a year, can go to the WASREB offices every day to brief their staff and give them a sense of being in control and in-the-know of what is going on (that's the "liaison" part of the job); because that will only fill a small part of the time, the same person would also work very intensively with our team to help with coding and database management, because MajiVoice is still a work in progress.

For instance, we are working intensively on improving the reporting features and interface; and we still have a lot of work to do to integrate with existing technical/customer databases at Nairobi Water; and there will no doubt be more demands for changes/adjustments as we roll out to other water companies...

@m, I would especially encourage you to post your programmer vacancy here, because, one, there are a bunch of insanely brilliant programmers here, who also know many more programmers here (on both sides of the insanity scale), therefore, you will most likely reach a large targeted audience very fast.

But as Tito has mentioned, mark it as <Advert> or <OT> or something similar.
