I think calling it pay or salary is misleading. It is a stipend or consideration that the owner of the firm offrs the intern just to cushion the expenses incured. Many firms, private and parastatals i know offer some form of stipend just to be human not that the intern deserves it. 
Also there is a difference between an intern and an attachee.
