I have a similar device, the Huawei D100 wi-fi router device. I think the limitation is in being able to control the hardware to access the sim menu functions. 

Odds are that you'd have to be able to write a script that interacts with the hardware. good luck with that. In my case, its that much harder as the router would be manipulating the modem attached to it. 

In the config page typically provided for managing the device, is there an option for accessing the SIM menu? Or is access determined exclusively by mobile partner?
