I like the optimistic tone this article takes. I could bet the author was paid to title it this way by the power companies, possibly even KPLC. The row in question is about installation of diesel power, the most expensive form, which means even if the whole thing were put in place, it would contribute to the national power demand and cause us unnecessary grief anyway. So how is this row threatening more expensive power if in the first place it is a row about who will give us expensive power in the first place?

Kenya Power and Lighting Company (KPLC) plans to set up three power plants with a combined capacity of 240 Megawatts, but procurement rows have held up the projects that were set to kick off in April.
The plants are part of the long-term national power plan, meant to meet rising electricity demand.
