Deep packet inspection is routine in most telcos given the volume Torrents are occupying in any given network and safaricom are well within their rights to manage quality.

It's actually a fact that top 10% of users, eat up 80-90% of bandwidth, by any standards this is not acceptable even in a traditional ISP. Don't bother Michael Joseph, he has bigger fish to fry.
