Go to Settings > iCloud > Find My iPhone and enable it.
Installing the App on the phone by itself does not enable the feature to find the iPhone.
I am assuming you have already created a free iCloud account. If not, you will need to. The process is the same. Go to Settings > iCloud and then you can create the account from there.
Later, you can download the App to your phone. Though this does not help when this particular iPhone is the one that gets stolen. To find it, then you will need another iPhone or iPad with Find My iPhone or simply any computer with a web browser and go to icloud.com. You will also get an iCloud email addtess, plus all you contacts will be synced between your iPhone and iCloud.com.
If you have Google Contacts you need to import, Google now supports CardDAV Account that you can use to sync your Google Contacts with the iPhone. Go to Settings > Mail, Contacts, Calendars > Add Account... and select Other. Choose Add CardDAV Account from Contacts Section. Server is google.com with your usual username (your full Gmail address) and password. Save and then you will have your Google Contacts Synced with your iPhone.
