His issue is "keep getting" not if privately signed ie keep popping up everytime you close and open outlook. Guess we all get it wrong at some point :).

Make sure you match the name [principle name] used to generate certificate with what you are using in outlook.
For example if you used mail.ngige.com to generate certificate, use same in outlook [pop/imap etc]. If you use a resolved dns IP or local address it will keep popping till Jesus returns to pick his believers.
