Was wondering the same. To get to those proxies you need to have internet connection, paid for.

Even if they charge 1500 unlimited, it still has to be routed through the provider (safcom, airtel, etc) and for these you have to pay.

Maybe I am not getting it :(

But then your Proxy server will need to be connected to the internet (which is paid for)...no?
What you describe is commonly used to bypass site restrictions, say at work-places, by opting to use your unrestricted set up, say at home through the use of a VPN proxy.
