Forget wimax , because it's not a end user radio,  secondly with the number of buildings coming up and hundreds of radios around the city , what you might want to do is first get a good gateway server , look at it like a token Internet system, second deploy wide range wifi devices like ubiquity types that can cover a few kms apart , best negotiate with buildings to host your devices for security and power reasons,  secondly on your gateway get more than 2 good reliable providers who own the infrastructure, JTL , SAFARICOM, ACCESS KENYA, ZUKU come to mind here , then finally a good load balancer…  that should get you started.
