My earlier reply assumed that you sought to have personalized ring back tones on your number (to be played to your callers). For this case you simply  assign these "special" ring-back tones to those who call you. This will not require any "talk" with the providers. Zain allows this. I haven't checked the other providers yet but I expect them to do likewise.

The creation of the personalized tones is normally achieved in two ways:

1.) Calling the RBT service number to record the tone (mostly spoken voice messages)

2.) Uploading audio files via the service website (if the provider avails this.....coz of copyright issues)

If you are seeking to create personalized tones then push them to other customers (for them to use) via the provider, then this will definately require a beer summit :) with the provider.
